How to permanently delete my twitter account?

i just deleted my twitter account because i made it when i was younger so i wanted to redo it all. After i deleted it i tried signing up again but it told me i couldn't use the same email or username. How can i make sure the other account gets permanently deleted so i can use the same email address?
